IMM5669E Schedule A - Bottom Part Siginature

Hi all, the very bottom part in the IMM5669E has a "solemn declaration" section which does not require to complete now. What does this "now" mean?
Could someone kindly advise if I should submit the application with or without the signature in that section?

You don't need to sign it or worry about it. I'm not sure what it is for, but think maybe it is if they require further research into your answers regarding political or government involvement? I've never heard of anyone ever that has had to sign it or questioned about it later.
