IMM5645 Family Information Form

My wife is the only one applying for TRV...our two sons are Canadian and already in Canada. Does she have to fill this in as well? The guide states

"Who needs to complete this form?

This form must be completed by each person, 18 years of age or older, applying for a Temporary Resident Visa, a study or work permit outside Canada."

Well, she is applying...so should she fill it in with details on her family, none of whom are applying for TRV?
