imm5409 - who should be first vs second declarant

Hi, for the IMM 5409 (Statutory Declaration of Common-Law Union), does it matter who is the first declarant vs. second declarant? Should the first declarant be the sponsor or the applicant?

When uploading the document, it should go under the PA's name, right? As in: "PAlastname - PAfirstname - Proof of Common-Law Relationship - IMM5409" ?
