IMM5409 Common Law Declaration Form

My Spouse is Primary applicant (has masters)
I am dependent (with Bachelors)

We are married from past 7 years and we both are Indian Citizens living in India.

Do we need to fill in the Declaration Form of Common Law Union ?

We have marriage certificate and have each other names endorsed in passports too.
