IMM5409 - Common law declaration - after 1 year?

Hello friends,

the form imm5409 - common law declaration, can it be used for inland as well? Can we sign it before reaching 1 living together? Does it matter where we sign it (Canada or abroad) if we use a certified notary?

You cannot sign before living together for a full year. You can only sign once you are actually common law (i.e. after having lived together for at least one year).
 
thanks for the replies. i actually confused inland with outland (we are viewing both options) but I did notice on the inland app, they do not have the declaration of common law union IMM5409.

does inland have a document similar to IMM5409 that makes the common law an official union? i cannot seem to find it on the checklist.
 
Furthermore, I did notice that in the IP 8 Spouse or Common law partner in Canada class manual, you can find form IMM5409 under the forms needed (page 12) and also on section 10.1 you can find on the common law section a "a statutory declaration of the common law relationshio (included in the package" (page 44).

now i am more confused. please check the link below for reference.
