I am just filling IMM 1334 A in section E (eligibility assessment) what to tick in 3 .i am spounsering my spouse outside canada.

Tick 'yes'.
There are two possibilities: you are sponsoring a member in the family class; or, you are sponsoring a member of the spouse or common law partner in Canada class. The 'in Canada' refers to the second option only. So since you are sponsoring your spouse who is not in Canada, he/she falls into the first option. So 'yes'.
