How will CIC decide the Visa Office to process the case?
 
Can anymore it is really gone, or just I cannot see. Instruction is gone for this column as well
 
The question has been removed from the new version of the form. CIC will decide. CIC has always reserved to right to send the file where they saw fit, so all they did was remove the semblance of choice.

CIC will decide based on your citizenship or residency.

I am a PR holder (of Indian origin) and am going to India to get married in February 2015. I have started filling-up forms for myself (sponsor) and my future wife (sponsored spouse). As we know CIC has issued a new form for IMM 0008 in November 2014 where the option to select Visa office (question 4) has been removed. How can I ensure that my wife's application is processed in New Delhi, India.

Also, my future wife has a multiple entry Canadian visitor visa and will accompany me to Canada after we get married. She will state in the form that she will be in Canada on the date of submission of application to CPC Mississauga. Hope they don't treat as In-Canada application.
 
Inland uses a different set of forms, and is sent to a different address.

Unless your wife has extremely strong ties to Canada (such as being a foreign worker here, or a student, etc), her file will go to New Delhi.

As mentioned earlier your wife's file will be processed in Delhi even though she will be in Canada. Since she has already got the visit visa its safe to assume that she has really strong ties to India.

Also its two different forms to inland and outland as well.
Just make sure you send it to the correct intake address and mention on the to address.
