I am currently filling out the forms to be sponsored by my common law partner who is a Canadian citizen by birth, Do i need to declare him as a dependent? Even if i will not be sponsoring him in the future as there would be no need?

Your Common-Law partner would not be a dependent, he is your Sponsor.
