I have 2 canadian kids age 8 and 6 and planing to raise them there, but our PR already expired, can we re apply if we want to move there? Please if anyone experience this situation

It doesn't work that way. Having 2 Canadian children gives you no benefits when it comes to returning to Canada to live here.

How long ago did your PR card expire? Do you meet the PR residency requirement at this time? What is your home country.
 
BTW, your PR do not expire. Your PR cards do.
But if you didn't meet RO (staying in Canada 2 years out of most recent 5 years), you will risk being reported if you cross the border (if you make your way somehow cross the border, via US on private car or getting a PRTD). And will face reviewing and revoking your PR status.
