I am applying for a Working Holiday Visa and am at the point of submitting my second stage of the application (the bit dealing with CIC). At the moment I need to make an account with CIC. Quoting from the step-by-step guide I have:

Register / log in to submit your online application.To apply online, you'll need an electronic "key" for secure
access.
Register to get a key if you are a new user. Register here: LINK-first google result for MyCIC...
Login to your account if you are a returning user. Login here:
Once I follow the links, the options then for registering are "GCKey or Sign-In Partner (SecureKey Concierge)" neither of which seems appropriate given I don't have a bank account at one of their partners or a canadian government user ID.
Is there something I'm missing here?
