I'm Having Problems Obtaining a Driver License

Was recently given the travel document for permanent resident( didn't meet the residency requirement) and I was able to return to Canada successfully. Now I want to exchange my American drivers license for a British Columbia drivers license. When I went to the office, they said I could not get the drivers license because my PR card expired in 2011 and I do not have a proof of receipt of an application for a renewed PR card. I do not want to apply for a new PR because I do not meet the residency requirement.

The main reason I want the drivers license is that most of the jobs that I qualify for require it for employment. What should I do?
(FYI, I am not an American citizen).

You can apply for a PR card on the basis of having been granted a Travel Document. The decision made by the visa office normally over rules that of the in Canada assessment.
