I’m a Canadian and came to stay in US illegally for 30 yrs and have worked as an assistant for a wealthy Dr. and have not paid taxes. I am now 68 yrs and would like to come back to Canada where all my family is. My question ... do I need authorization to return to Canada? I also no longer have a passport so an I use my birth certificate ? Thanks and appreciate any advice..

No - you do not need authorization to return to Canada.

Yes - you can re-enter Canada with a birth certificate provided you have a valid driver's license or some other form of valid government issued ID. You would also have to enter through a land border using a private vehicle. If you are planning on flying or taking a commercial form of transport (e.g. bus) - you'll need to get a passport.

Note that once you leave the US, you will be automatically banned from re-entering for 10 years due to your illegal stay there. So make sure you have no plans to return to the US for a decade once you leave. If you attempt to re-enter the US during the 10 year ban period, you may be incarcerated.

Once I return to Canada after being gone for 25 yrs, how long will it take to receive my government pension? I worked I. Canada before leaving until I was 35 yrs old.. I am now 68 yrs old. Thank You

1. Your OAS is based on the no. of years you worked in Canada from the age of 18. So if you worked for 15 years, you would be entitled to 15/40th of the OAS . So $570.52/40 * 15 = $230.94 per month. You maybe be eligible for the G.I. S. as well
2. Your CPP is based on the level of your contributions.

You may also have to wait for up to 3 months for healthcare depending on where you want to live so you should buy temporary medical insurance. Hope you saved the tax-free money because your pension will likely be difficult to live off of.
 
You just might want to consult with a tax lawyer as well at some point as you should expect one or both governments to come after you for unpaid taxes for the past 30+ years.
