I am just curious that if a couple waiting for outland PR sponsorship were to have an emergency situation that involves a shared Canadian child's health for instance, would CIC allow the couple to accompany their child to come to Canada?...or would CIC tell the applicant spouse to wait another 8 months?
If they do make exceptions, what evidence would need to be presented and how long would it take?

Although my child is perfectly healthy at present, but this is something I am a little worried about, since it is a possibility for any of those couples with shared children holding Canadian passports.

Could you please explain the situation more? Where is the Canadian child living? Outside Canada or in Canada now? If the child is living outside Canada and became sick and needed to come to Canada for medical treatment, he/she can but the problem lies is that provinces require a 3 month residency requirement before qualifying for provincial health care. So you may still end up paying for the whole medical bill yourself, even if you were able to enter Canada within 3 months after entering.

If you are from a non-visa exempt country, then you will need to apply for a regular visit visa to come to Canada (there is no special process or exception process). There's no way of telling if this visit visa would be approved. The processing time would be the visit visa (TRV) processing time. You would want to provide evidence that shows you have strong ties to your home country and have no plans on remaining in Canada long term. You might also want to include evidence that your child needs medical treatment in Canada (although it's impossible for any of us to say if this would have any impact on the decision).
