I owe cra few thousand ($4,000) does this matter? I am in the process of paying them off now where does it say that that makes me ineligible to sponsor?

I have called cic and they told me it doesn’t matter, as long as I am in the process of paying it off I also asked a consultant and he told me the same thing. I just don’t want to be returned because of something silly like this.
 
I’m not sure if it affects your eligibility to sponsor , however I’m pretty sure that 4000 is a significant amount of money in the eyes of the government!
It is certainly beneficial to include an explanation letter indicating that you are taking responsibility regarding this debt and in the process of paying it off ! Include any proof that you might have

Do Not leave anything for chances or circumstances! No matter how tiny , insignificant or silly !

IRCC won't even know about money you owe to CRA. You are worrying for nothing.
