GUYS, I APPLIED CANADA VISA IN NEW YORK CANADIAN CONSULATE IF MY VISA REFUSED WILL I GET MY FEE BACK ?

No. Application fees are used to evaluate the application. CIC uses these fees to offset the cost of processing.
