If I get CSQ, can I apply for Express entry and get 600 points?

If i get a Quebec CSQ, can i apply for express entry and get 600 points for "Provincial nomication"? or Quebec candidates must go through another "non express entry" path? The instructions on CIC website does not explain it clearly so i'm a bit confused. as far as i know the processing time would be much more fast if i go through express entry, that's why i'm asking.

1, No, Quebec doesn't participate in Express Entry.

No, although Quebec is a province, they donnot participate on provincial nominee program for express entry, so if you get a CSQ then you have to make the federal stage but not through express entry, they have their own process. Processing time is around 15 months depending on the visa office.
