I have sent my original police certificate to CIC with previous CEC entry system. However, Its capacity has been reached to 200. My application will be returned. The expected date to be returned is mid April, I guess. I have to apply for PR in Express Entry in 60 days until 8th April, 2015. Please give me your advice. Thank you in advance.

This page shows all mandatory documents: http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp

Police certificates

Purpose
To determine if the applicant or their family members has a criminal record or poses a security risk to Canada

Document requirements
The PCs must have been issued in the three months prior to the submission of the e-APR.
The PCs are required upfront and mandatory for each country (except Canada) where an individual has lived for six or more months in a row.
In some circumstances, CIC must ask for the PC on behalf of the applicant. In some circumstances (e.g., New Zealand), a client must complete a consent form to initiate a PC. There are specific documents required of the applicant for such requests and they must be submitted as part of the complete application.

In exceptional circumstances, CIC may accept:
proof of having requested a PC for such countries; or
a letter of explanation of best efforts (not a guarantee of acceptance).

Individuals who must submit this documentation
The principal applicant
Their spouse or common-law partner
Their dependent children 18 years of age or older, including non-accompanying

From this information the PC from more than 3 months ago will not be accepted for EE.

For real? My friend got application returned for a week ago. He had sent his application end of October, 2014. I don't think that December people still haven't gotten it yet.

I have sent mine on 5th of December, 2014 and received by CIC 8th of December, 2014. It's so close to your friend. It should be returned in near feature. Are you going to use your Police Certificate same one you sent before again?

This ( Applications received on or after January 1, 2015, for permanent residence programs subject to Express Entry: Completeness check ) page has the following in it;

Applicants must undergo upfront medical examinations and submit all required police certificates (PCs) as part of their complete application. In exceptional circumstances, processing offices may be flexible in accommodating these requirements where delays occur outside the control of applicants. See the document checklist below for details.
