If I am not in Canada I cannot raise GCMS??

To send a request you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently in Canada.

my status -

I am from India (now in netherlands form last 2 years)
applied for the PR (under CEC) SEP 2014 batch

waiting for the passport request and now i need to know the status of my application

official status shows IN PROGRESS

I have never personally done it but from what I have been reading, you will have to provide consent to someone who is in Canada and they can order on your behalf. Safer way if you have someone you trust in Canada. Or there is another way that a user on this website went through. I would recommend this only if you have no other option. Also, the first one is cheaper. Links around discussion for both posted below.
