If applying for PR thru Quebec Skilled Workers, but I was deported from USA 9 years ago do I need to apply for rehabilitation if I only overstayed in the US?

No - you do not need to apply for rehabilitation (unless you were deported due to a crime). However you do need to make sure you declare the deportation and overstay in your Canadian PR application.
