My IELTS is only in the begining of November and I want to send all the documents NOW. Can I write a cover letter explaining the situation and tell that I will send IELTS results to CIO and VO later? Or will it slow down my process?

I think with the new policy they are asking for full documents to process your application.It is better to first get IELTS and then the whole package at once.

They will return your application if you send it without IELTS and PCC.
