Is an EXAM enough to prove the Language ability of an Individual or to verify one's language ability to integrate him or herself into the working life of an English speaking country????? - I personally doubt that very much.
But, I also appreciate the fact that the CIC or any Office has no choice but use a standard universal format, in this case IELTS!!!
So, if it is a requirement, then I think we have no choice but take the Exam.
