My IELTS will expire on the 21 of December 2023. I need to confirm if I submit my application in mid-December and then do my biometric(might be a month late, after receiving a letter from IRCC), should they receive my application on that same day I applied on the portal?

IRCC may come back and ask for updated IELTS scores since your IELTS will expire before processing. So be prepared for it. Why don’t you redo your IELTS now?
Thanks, I heard that IELTS should be valid on the day you submit your file on the IRCC portal. If it works then no need to redo it.
