My IELTS will expire on the 21 of December 2023. I need to confirm if I submit my application in mid-December and then do my biometric(might be a month late, after receiving a letter from IRCC), should they receive my application on that same day I applied on the portal?

As far as I know and understand, your IELTS score needs to be valid (and stay valid) at the time you submit the application and throughout the processing. It is alright if the validity expires, after the study permit is granted.
