I do not know when to submit the IELTS test results according to new rules in the start of procedure or together with application?

You don't have to send IELTS along with your application. IETLS will be required when your application is recommended for further process by Sydney, NS.

If you are applying to Sydney as one of the 38 occupations, yes. It is what it says in your application guide which you should probably read before you apply.
