Will I be eligible for Canada Immigration if our (me & my wife) IELTS score is less than CLB7 ?

Not for Express Entry. You have to look at each PNP program to see if you are eligible with lower IELTS scores.

Then you cannot apply under EE.

You need a minimum of 67.
