IELTS Requirement for Study Permit but not School !?

Hey guys ,
Since my bachelor degree is from United States, I didnt needed the IELTS exam for my admission to Grad School in Canada .

However , there seems to be a requirement for IELTS examination for the Study Permit.
My question is , is it possible to get an exemption from such requirement and if that's possible , who should I get into contact with ?

I think you are fine without ielts. On the other hand IELTS scores are not required for study permit

Is IELTS required for a study permit, that's for someone going for his/her masters program?
Secondly, is it possible for one to transfer from his/her current college/university to a
University in Canada?
