dear all,

I already opend my FSW before 28 Feb. 2008, at the time when i opend my file i was following old instructions for Ielts points. If i want improve my Ielts score, do I have to achieve points according to the old rules ( which i submitted my file with),or follow the new rules.

Regards

Our apps stand 'locked' on the day it reaches the CIC. All rules pertaining to that point of time applies to our cases. But, I don't think there had been any changes in the IELTS requirement since last couple of years.

Yes there have been changes, 28/11/08 see: http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf Sec. 10.8. If the OP re-takes the IELTS s/he will be scored on the new levels, otherwise they wil use the old scores.
