Ielts For Spouse Needed?

Hi i've done a program in canada and now on pgwp and secured a job. Im gonna get married soon and wish to apply spouse visa for my spouse with open work permit. Ive got advise from a consultant that no Ielts is required for this purpose. Could someone validate this?

Not required but of course the permit is not much use in the work place without a good level of English.
