Hello.

I got my IELTS back in November 2015. And I created my Express entry profile in may 2016.
I am about to apply for Permanent Residence.
Are my scores still valid?
 
It says on the IELTS score sheet that it has a two years validity, so you are good until November 2017.

What if it expires while they are reviewing the application?

They consider the last date as the date you submitted your application, until when the test scores are valid.
If your test results expire before you submit your application, you have to retake.

I hope I'm in the right thread. In what stage ideally CIC check for IELTS validity? Mine will expire by July. I am still confused to when should I need to re-take.

As long as it is valid at the time when you submit your e-APR it does not matter if it expires during the processing of your application.

I was told that I might need to re-take when they've checked that it expires during PPR. Now this gives me peace of mind. Thank you so much.
