IELTS Exam is require after April 10th ?

Dear All,
My consultant send initial application to Buffalo on April 1st, Do I need to start preparing IELTS exam ? I think my application will reach after 10 Aprli, below link says it won't require to take IELTS exam it depends on document submit if require consultate will notify us.
