IELTS EOR post-ITA

My Crs is 468, if I apply for EOR and it succeeds, it will be 471~474.

Let's say I get an ITA, can I still apply for EOR since the TRF stays the same and scores can only increase?
Any which ways documents will take time to submit and by then the EOR outcome will have been completed prior to submission & AOR.

If you have already gotten an ITA, why do you want to apply for EOR?
