You are qualified under NOC B, but not under NOC A. NOC A requires band of 6 in all Sections

Unfortunately .... You have to redo your test to be qualified under NOC A 2174 ........

Actually my NOC Is A and i need to submit in that 2174 only right.

Thats the Minimum Eligibility Criteria,,,,,

If you gained your skilled work experience in Canada in a NOC 0 or A job, you must meet the minimum level of CLB 7 in either English or French for all four language abilities.

CLB 7 in all Bands = IELTS 6 or more in all Bands

your second digit is number 1 which means A level job. 2 or 3 means B level job. if you don't meet the language requirement, your case will be 100% rejected, no exemption. this is clearly stated on cic website.
 
one of my friend got accepted with same score of mine last year;
but why not now ??

Is there any change in IELTS score for the new process ??

I mean applications which are submitted with 2 years of work experience and one with new process for 1 year work experience in canada.

As per the current rule, you have to meet the language score of min 6 bands in all 4 for NOC A or you do not meet the requirement. Its quite frustrating but try not to get tensed and redo the test.
