No, you need the General module.
I think there was a guy who was able to use Academic for his provincial nomination, but that was a rare exception, and he had to take the General test to apply at the federal level.

This is hard to understand because IELTS Academic is college-level English and IELTS General is middle school level English..
They should give more points to people who take IELTS Academic.

In the end IELTS is a money-making organization. It's annoying as well that the validity is 2 years. It's not like your English is going to get any worse after two years.

To be fair, I think that depends on the person and his/her situation.
If you're a native speaker or live in an English-speaking country, you're certainly right, but if you learned English as an adult and don't have a reason to practice it every day, all four skills, then your knowledge will deteriorate pretty fast.
I passed a Japanese language test about three years ago, and didn't have the opportunity to practice it since then - I don't think I'd be able to speak even about the weather today.
