I applied and had my IEC application accepted a couple of years ago. I never entered Canada, incorrectly believing that I could re-apply providing I didn't activate it through entry.

I went through the whole process again recently only to be refused at the last moment for having already used IEC.

I understand that it's completely my fault but I'm devastated. I just wanted to make sure there's not an appeal process or something that can be used considering I never activated it.

I dont think I will be able to get enough points through express entry sadly so if not my Canada dream is dead

There is nothing to appeal. If you are from a country that only allows one participation, then you used up that one participation a couple of years ago even though you never entered Canada. Unfortunately it doesn't matter that you never activated the visa. The visa was approved and issued to you - so that counts as a participation.

Appeals only work in cases where IRCC has made an incorrect decision. They correctly refused your application since you previously participated in the program. There are no grounds to appeal. Sorry.

As far as I am aware, it's "use it or lose it" for all of the IEC schemes.
By applying and being approved, you actually prevented another applicant from having the opportunity.
