Hi
I am an international student in Canada. I completed my one year program in April 2017. I have applied for my work permit months ago which is expected to come by the end of October 2017. I have enough points to apply for PR under IEC.
My query is if i can create my profile for PR during implied status. I have my Ielts and Wes done already.

So your post is confusing in that you completed a one year course in Canada last April so any reason why you did not apply for a PGWP for a year.

Others can comment but I had not heard of implied status whilst waiting for an IEC given most IEC programs are in a random pool of applicants with no guarantee of even getting an invite if oversubscribed . Implied for a PGWP yes but an IEC ? , which PR program are you planning to apply under ?

I did my Post Graduate Certificate program from May 2016 till April 2017. And I have already applied for my work permit which I will get by October 2017.
I didn't get the second part but I wanted to say that I have 2 years of work experience from back home in B category under NOC classification. And now I have completed my Canadian education also. Do I qualify for IEC or Express Entry?
 
Your post is still confusing. IEC is a temporary work permit program - not a PR program. Are you asking about CEC?

For CEC you need one full year of paid work experience in Canada that is under a NOC A, B or 0 occupation. Work experience gained while you are studying cannot be counted.

Whats throwing me is 'IEC' , International Experience Program', basically a working holiday program.

Do you really mean CEC 'Canadian Experience Class' ?

I think I got confused with terms. I get what IEC means and I am not eligible for that.
Also I am not considering CEC as I don't have Canadian work experience.
Can I apply under Express Entry with my work experience from back home and Canadian education? My CRS score is 428 with Canadian education and 2 years of work experience from back home
