dear all, please help me with the query,
I’m spouse of British citizen and my wife recently approved OWP, how could she sponsor me now. Can I apply now before she enter into the Canada or after?
We also had 8 weeks old baby now.
What’s are the requirements for me to obtain dependant OWP?
I’ve been refused visitor visa in the past as well
 
As of now, you can only apply for a regular TRV (tourist visa).

Once your spouse is in Canada and has a job that is NOC A, B or 0 (skilled) and can provide three pay slips to demonstrate she is working in that job, you will qualify to apply for an open work permit.

Approval for either the TRV or OWP is certainly not guaranteed. If you have been refused a TRV in the past, you will need to make sure you declare this in your application and will also need to overcome the reasons for that refusal in your new application.

Here’s the refusals been made on my visit visa application.
I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

Please help me how to address this refusal

You'll need to provide your full profile / background and what you included in the application.
 
One of the issues is that you only have temporary status in the UK and seems like it may have run out. If you have a very young child there may be concern that your wife will not be working right away.
 
Agree with above that as stated in your other post you have a limited leave to remain in UK so immigration are not convinced that you could or would return to the UK once your spouse IEC permit completes.

The IEC program assumes that individuals are not accompanied by family members and although there is no objection to family members travelling with a spouse as in your case would need to in the first instance apply for a TRV and then once the spouse on the IEC obtains a job classified as 0,A or B the accompanying spouse could apply for a work permit in their own name.

Given you already were refused a TRV application your first challenge would be to overcome the immigration status in UK challenge to move forward. Just because you are married to a UK citizen does not really help that much whilst your have limited UK status as per your other post

Just to add might also be a challenge on an IEC to get a job classified as 0,A or B depending on skills/experience and also how such a young child comes into this if you are not able to travel to Canada for some time.
