So as it’s well known, CIC requires police certificates for any country you’ve lived in for longer than six months.

When I was 18 (2006/7) I lived in China for four and a half months as a volunteer English teacher. In 2011 I went to Taiwan for about two months.

Apparently Canada has a one China policy which means they don’t officially recognise the government of Taiwan. Would this mean that they would count my time in both countries as six and a half months in China, and would they therefore expect me to get a Chinese and a Taiwanese police certificate?

That seems like a very difficult thing to do.
 
I don’t have an answer for you but the fact that for immigration purposes as opposed to formal political reasons that IRCC provide a process to apply for police certificates from both China and Taiwan as separate entities my guess is that you would need 6 months or more in either not combined.

Others can comment as well but the possible approach is to submit your application with a letter of explanation detailing the time you spent separately in both China and Taiwan, if IRCC want certificates they will then ask.

I cannot personally see how this would be required or relevant given in reality regardless of politics the countries and police operate independantly.

If you are a Facebook user there is an IEC page where people seem to get a response to IEC questions that might also be worth a try .
