ICCRC member dilemma

HI guys a friend of mine in India is operating a immigration consultancy when i asked him if he is an ICCRC he said, we don't need it as they are only college agent and helping students to write there visa. Also he said the one those which help people migrate(PR filing) needs to be a member. I don't know if that is true can any one help me out?Also please clarify if person like him needs to be member of ICCRC and if yes then what is the procedure to become one as he is Indian citizen.
PS : to clarify all who exactly needs to be a member of ICCRC ?
