I want to reapply but can I make new account?

Hope this message finds you people well.

We've been refused ONCE for TRV and the reason was for travel history and looking to reapply after some time.

Unfortunately I don't have access to my first profile (or Account in CIC), and my question is, For re-applying, Can I make a new account on CIC website to reapplying with my new application?
