Neither good nor bad. You didn’t seem to have paid a previous application so you have outstanding debt. Current application will not be assessed or opened until debt is paid.
 
I already paid my previous college fee and after got refusal I took a refund from a college, I all documents submit to embassy like refund form, swift copies of send money to previous college. What visa chances. and when additional document request has received from embassy.

Did you email the email address provided to you as instructed in the ADR to find out what fees IRCC thinks are outstanding?
