I came to Canada as a visitor to accompany with my husband since he is studying here. later on I got a open work permit. but I don't work. My work permit is expired on Sep 30,2013. Now I have got the admission to a college,it is a one year full time certificate program. I applied the study permit online on Aug 15, 2013. and I'll pay the tuition fee on this Friday. My question is, can I study before my study permit arrives?

no u cannot and u should not either that would be illegal
 
But the college officer say I can study in a applied status, I'm going to pay the tuition, so I'm worried about my situation, if it is illegal to study during the period, I'll lose my money and also I'll have a illegal record.

If you start studying before you receive the study permit, you will be studying illegally and can be removed from Canada if CIC finds out.

Wait until your study permit has been approved before you start studying. Don't create problems for yourself that might affect your future in Canada.

I think you meant to say you will be on "implied status".

Implied status means that while your application is in process and until a decision is made, you remain on the status you were on before sending in the study permit application. In your case, you will be on an implied status as a "Visitor" and not student.

Do not attempt to study on a visitor status because this might jeopardize your status in Canada and could lead to unpleasant consequences.

I would highly recommend that you wait until your study permit is approved and you can always re-schedule your start date to a future one. School is not going any where :P

I was in the same situation as yours and my consultant told me that I can study as long as I ask the University permission and prove them that my study permit is processing.
But luckily my study permit was approved within 2 weeks, so that I don't have this trouble now.

I think that University would only allow you to study in the maximum duration of 6 months, because a short term study does not require a study permit (within 6 months) and it is legal

BTW study permit sometimes got refused unreasonably, due to the extended processing time, you may waste your tuition fee.

Look the OP is applying for a 1 year course, requires a study permit. If she commences studies without the permit, then she is in violation of the Immigration, and can be removed from Canada.
