This is written a bit confusing.

Were you married before you received your own COPR? If you were married before you received your own PR, and you did not declare a wife (you say clearly you were single) then you are barred from ever sponsoring her.

When did you apply for your PR, when did you get your PR, when were you married?

I apply in 2011 and come to Canada 2012
I went back home I got engaged in 2013
and 2014 I went back home again to get married and I got married 2014 Feb 10
and I come back to Canada and I apply in 2017 for her sponsor

And in none of your previous applications you said you were married?

Before 2011, did you live with your wife for more than a year?

Can you share exactly what the email said? It's hard to understand the reason for refusal from your post here.

If there is no indication anywhere that you were married nor common-law, I would raise a case-specific inquiry immediately and provide the documents including your COPR that say you were single. Perhaps include earlier applications with single checked on the application forms.

It sounds like, but I'm not too sure, that the visa officer believes you had previously said you were married and divorced but that you are now saying you were never previously married.

Please share as much of the email you received from IRCC as you can, without providing personal information. No one here can give you advice if we are unsure what you were told.

Even my COPR say single and my marriage certificate says 2014. By the way, I wish I was married before I come to Canada

Good. You have documents to prove it. Please share the text of the email that you received from IRCC.

What did the email say?

Please share as much of it as you can. I understand that IRCC thinks you were married. But I want to know exactly what they think and told you before I can give you any advice.

What exactly do you need help with?

Based on what you wrote, it sounds like the officer made a mistake. But it is hard to make such a guess without more details about what was written in the email.
