I want to sponsor my mother to come to Canada, but she is still legally married to her husband, and won't divorce due to religious stuff. Is there any way around this so I don't have to have him involved?

No. You could try to get her to "legally separate" but it's still expected that is a precursor to divorce.
 
Agreed with the above. The husband will have to pass the medical even if he is non-accompanying.

If you want him to be entirely excluded from the application, your mother needs to at a minimum file the legal paperwork to start divorce proceedings.

Does your income qualify to sponsor both parents? If so, then it may be possible to sponsor just your mother and not involving the father. It will at least show that you aren't trying to remove a parent simply to meet the income requirement.

As mentioned above she should at least begin proceedings to legally separate. Other than that, she can include any proofs that they are separated, i.e. showing they have lived at different addresses for last X years. Can also show attempts to get him to do medical exam as a non-accompanying spouse, and explain he is no longer in contact with her due to separation or simply refuses to cooperate. If your mom then signs an affidavit that she's aware she can never sponsor him to Canada in the future, CIC may allow the father to be excluded from the app. Of course in the end exactly what is decided will be up to the visa officer.
