Once you apply and get AOR, you can apply for Bridge open work permit
For more details: http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob485.asp

currently average time for AOR is 45 days.. then you can apply for BOWP

Thank you,

My friend only has 4 month left to his visa,
so does it mean he can apply for cec say this week,
and within 45 days he will receive AOR

and with this AOR we apply for briding visa
and he will be able to stay here until the decision to CEC is out right?

which means he could be on briding visa for say 11months as CEC time frame is 13months.
and he can only apply for bridging visa after 45days which will leave him with like 2 month with PGWP visa

Yes, thats correct. But make sure you submit all the documents properly as mentioned in the checklist. If you get your application returned because of missing signatures or forms, you wont even get an AOR. and then you have to submit again and wait for 45 days after that...
