No, you don't. The US refusal happened after you submitted the Canadian application.

Although this happened after you submit your application, the answer is NO. However, if application is not opened or info pool has not started, i would raise webform to update questionnaire. With current backlog, i doubt if VO can go back and look at the timing, or he will just issue PFL and leave on you to respond.....
