If you were convicted of a summary offence you will have to wait five years before you can apply for a record suspension (pardon) You can find more info here :

Did you in fact receive a conviction or was it a discharge? Minor charges sometimes result in a conditional discharge. (usually this includes a short term of probation)
If in fact you received a discharge you will have your record automatically removed after three years.
I'm not sure if they will consider you for PR prior to a record suspension being issued
