Doesn't matter - unless you had applied via the inland route, you're not eligible for a work permit simply because of how long you've been in Canada, the fact that you're the spouse of a Canadian, or because you have a PR ap in process. If you had applied inland, and you had valid and documented temporary status, you would have included an open work permit application as your extension application and you'd have gotten an open work permit, but it would not have been granted until at least 7-8 months after they received your PR ap. With the CSQ, it would have been closer to 9-10 months, so you would still be waiting right now.
You said Buffalo is taking a long time to process your application? When did you submit the application and when did Buffalo receive it from CPC-Mississauga? There are delays associated with obtaining the CSQ - whether you apply inland or outland, but once Buffalo gets notification that the CSQ was approved, they should be proceeding with finalizing the application. If you submitted the ap in November, it probably got to Buffalo sometime in January?? So it's only been in process for 6 and a half months - the CSQ adds about 6-8 weeks to the process, so you're still well within normal processing timelines. Even without the CSQ, the very earliest you might have received approval would have been only about 6 weeks ago, so with the CSQ the earliest you could reasonably expect to have approval would be about now. However, Buffalo can take up to 10 months to process spousal aps - so you're really not going to be outside the normal processing timeline until close to the end of this year.
