well i m applyin outland via buffalo for my PR ( been waitin since november !!!!!!!!! ) i have my CSQ and i wanna know if i can apply for an work permit i need to find a job , if yes what should i do exactly ? please help !

You can only apply for a restricted work permit - which is supposed to be done through your outland embassy before coming to Canada. It's a bit harder to accomplish if you're already here.

The steps would be that you'd have to first find an employer willing to hire you, then that employer has to apply for a Positive Labour Market Opinion. Basically what this is is certification that there are no Canadian citizen or PR applicants who are qualified for the position. If the employer can get a positive LMO, then they can offer you the position. You take the job offer and the LMO to your embassy, pay the fees ($150) and apply for the work permit. If it's approved, then you come back into Canada and (usually - especially if you're a US citizen) get your work permit issued at the border on entry. Then you can work in Canada for that specific employer in that specific position for a specified period of time.

Considering the fact that Buffalo will be processing your application, it's probable that you'll have PR finalized by the time all the steps for the restricted work permit are completed anyway. Same thing with an inland PR ap (and the option for an open work permit after first stage approval).First stage assessment is not completed until at least 7-8 months after CPC-Vegreville receives your application - and that's only if you submitted documented proof of your valid temporary status with the PR ap, AND you included an extension/change of conditions (to OWP) application WITH the inland PR application.

All in all, while waiting for PR, trying to get the option to work is not a quick process.

i do unerstand what you means but i m actually living in quebec canada didnt leave here and i have my CSQ and buffalo is taking a lot of time processing my application

but i m in canada already for the 3rd year and didnt leave yet
 
Doesn't matter - unless you had applied via the inland route, you're not eligible for a work permit simply because of how long you've been in Canada, the fact that you're the spouse of a Canadian, or because you have a PR ap in process. If you had applied inland, and you had valid and documented temporary status, you would have included an open work permit application as your extension application and you'd have gotten an open work permit, but it would not have been granted until at least 7-8 months after they received your PR ap. With the CSQ, it would have been closer to 9-10 months, so you would still be waiting right now.

You said Buffalo is taking a long time to process your application? When did you submit the application and when did Buffalo receive it from CPC-Mississauga? There are delays associated with obtaining the CSQ - whether you apply inland or outland, but once Buffalo gets notification that the CSQ was approved, they should be proceeding with finalizing the application. If you submitted the ap in November, it probably got to Buffalo sometime in January?? So it's only been in process for 6 and a half months - the CSQ adds about 6-8 weeks to the process, so you're still well within normal processing timelines. Even without the CSQ, the very earliest you might have received approval would have been only about 6 weeks ago, so with the CSQ the earliest you could reasonably expect to have approval would be about now. However, Buffalo can take up to 10 months to process spousal aps - so you're really not going to be outside the normal processing timeline until close to the end of this year.
