I NEED A LITTLE GUIDANCE

I was filling out my Temporary Visitor Visa application online but i paid for a paper application (I did not submit any paper application) by mistake.I submitted a request for a refund,they indicated to me that they will issue a refund back to my credit card within 48 hours of the request but its been 3 days since and i haven't heard from them yet.I am yet to submit my application online.What should i do? Should i wait for the refund to come through first and then submit my application online or go ahead and submit it?

Did you try checking with your bank if the refund came through? I'm certain IRCC won't tell you when they've processed the refund. If they'll tell you they'll do it within so and so, that's more or less the case. If your bank still doesn't have the refund, that's when you contact IRCC again.
