I received my LMO reference number but i dont have my lmo confirmation letter, can i apply for work permit even without it? please help

Are you inside Canada & and is your current WP expiring soon? If so you can apply for an extension of your WP with the LMO reference number & CIC would normally wait for 2 months or more depending on the current processing times (http://www.cic.gc.ca/english/information/times/temp.asp) before taking a final decision on your WP application.
Please ensure that CIC receives your WP application before the expiry of your current WP to maintain your legal status in Canada.
If you are applying for renewal of WP with the same employer you would be in "implied status" allowing you to work legally till a decision is made by CIC on your WP application.

Yes, you can apply without the LMO but mention the LMO reference number and when it was applied. CIC generally holds the application for 2 months before processing it, and hopefully you get the confirmation by then. When you do, call the CIC call centre and tell them and they will pass this information to the visa office/processing centre.
Be sure to apply for extension before your work permit expires so as to have implied status(for same employer). Note that if your application is denied, you still have 90 days to restore status provided you have your LMO confirmation.
