hello, I have a close friend in a poor town in Mexico. How could he come to Canada to study in our high school for grade 12? What would be the first step/process for him to come to Canada as an international student? Also, they have little money, therefore, I would pay for the process. What requirements would he need to meet?

He would need to qualify for a student visa, including proof he will leave Canada once complete, IELTS testing, probably proof his education is equivalent to Canadian grade 12, permission to come to Canada and stay with a guardian amongst other things. He would also need to have sufficient funds (or a sponsor) to pay for his stay in Canada and pay international tuition fees (about $15K/yr. upfront from what I understand).

Okay, Thankyou so much for the fast reply! How can I help him qualify for a student visa, as he lives in quite an isolated area.

You can find application details below:

Note that he will need to have a valid passport to apply.

If you are acting as the sponsor, you'll need to provide you bank balance statement and also a letter to confirm you'll be covering all costs. You'll want to show a bank balance of at least $25K ($15K for tuition + $10K for living expense). Note that there tends to be a higher refusal rate when the sponsor is not an immediate family member (e.g. parent, aunt/uncle).
